The Indira Gandhi national Open University was established by an act of parliament in 1985 to achieve the various objectives. IGNOU has certain unique features such as: International Jurisdictions, flexible admission rules, Individualized study, use of latest information and communication technologies, nationwide student support services network, cost-effective programmes, modular approach to programmes, resource sharing socially and academically relevant programmes based on students need analysis etc. The university provides considerable flexibility in entry qualifications place, pace and duration of study to learners across the country and abroad. As enshrined in its mandate, IGNOU reaches out to the unreached, disadvantaged and marginalized sections of our society.
The seamless convergence of cutting edge technologies enables both multiple media and web-based approaches in enhancing the learning environment and providing learner support. IGNOU has currently 227 academic programmes on offer through 67 regional centres spread across the country 9614 ably supported by 2981 learner support centers. IGNOU have currently cumulative student strength of over 2.81 million learners. There are 43,785 empanelled academic counselors interacting with learners on a part-time basis. Through this substantial learners support network, the university seeks to redeem its promise of providing higher education to all segments of society. In a rapidly changing world, the university needs to innovate and respond to new challenges. ICT-enabled initiatives for effective and learner-friendly instructional systems include e-learning, multimedia learning, mobile learning and different forms of web-based learning.

IGNOU has established its study centre (code: 31033) at Sardar Bhagat Singh Govt. P.G. College, Rudrapur (U.S. Nagar). Currently, there are 13 Programmes are operated this study centre since July-2016. As we know, IGNOU organizes its counseling Period on Saturday & Sunday in a week. Total 251 students are enrolled at this study centre for different Programmes. No admission fee is admissible for SC/ST students in B.A. & B.Com.,Diploma and Certificates Programmes at this centre.
Provision of scholarships for SC/ST students in other programmes is also available. As per academic schedule IGNOU organizes induction meeting and special day lecture twice in a year.
